The Higher State Artistic and Technical Workshops were founded in Moscow in 1920. Their ceramics department operated at Dmitrov factory in Verbilki. The source says the workshops were reorganized as the Higher State Artistic and Technical Institute in 1926–1927 and transferred to Petrograd-Leningrad.
