This mark, not found in Grimwade Grimwade, Arthur - London Goldsmiths, 1697-1837: Their Marks and Lives, Faber & Faber, 1990 or Jackson Pickford, Ian, ed. - Jackson's and Gold Marks of England, Scotland and Ireland, Antique Collectors' Club, 1997 , seen with apparent 1797 and 1821 London hallmarks. Inconsistencies noted in the hallmarks lead to the conclusion that they are pseudo-marks and that is probably a Chinese export maker.
